How is WhatsApp Business API priced?

Since July 1, 2025, Meta charges per delivered message, not per conversation. Two things set the price: the message's category and the country code of the recipient's phone number. Messages the customer sends to you are free; only messages the business sends that reach the other party are billed.

Monthly fee = Σ (number of paid messages × category unit price)
Paid service messages = Service messages − (1.000 × number of numbers)

Volume tiers

Volume discounts apply only to utility and authentication messages: once you pass a set volume within the same month, later messages are charged at a discounted rate. In Turkey, the utility discount starts after 100,000 messages and the authentication discount after 300,000 messages, and at the top tier the price drops to 25% below list price. The calculator applies these tiers automatically based on Meta's table. Volume is counted across all accounts in your business portfolio and resets every month; marketing and service messages have no tiers.

Honest ways to lower your cost

  1. Don't send notifications with a marketing template. In Turkey, a marketing message costs about 12 times more than a utility message ($0,0109 / $0,0009). Define transactional messages such as order confirmations, shipping updates and appointment reminders as a separate utility template.
  2. Don't add campaigns to a utility template. Mixed content like "Your order is on its way, and here's a 10% discount code…" counts as marketing under Meta. Meta also reviews approved templates; if a utility template doesn't comply, it can convert it to marketing with one day's notice, or you can approve the new template as marketing from the start. Repeated misclassification can lead to restrictions on utility sending. You have 60 days to appeal.
  3. Reply within 24 hours when a customer writes. While the window is open, you don't need a template and can reply freely; every number gets 1.000 free service messages per month. Once the window closes, you can only reach the customer with a paid template.
  4. Know the free window for click-to-WhatsApp ads. If a customer messages you from a Facebook/Instagram ad that leads to WhatsApp using the mobile app and you reply within the window, Meta opens a "free entry point" window of up to 7 days; all categories, including marketing, are free during that time. (The ad itself is billed separately.)
  5. You don't pay for undelivered messages, but keep your list clean. Charges apply only to delivered messages; even so, sending marketing to invalid or non-opted-in numbers lowers your number's quality and narrows your sending limits. Send marketing only to customers who have explicitly opted in.
  6. Reduce marketing volume with segmentation. Sending the same campaign to a relevant customer segment instead of your whole list lowers both your cost and your complaint rate.

This tool only estimates Meta's message fee. It does not account for international numbers (different country rates), Meta's own AI agent Meta Business Agent (billed separately per token), ad costs or taxes. Meta does not invoice in Turkish lira; the charge is made to your card in the currency you selected (usually USD).

Frequently asked questions

Meta's October 1, 2026 rate card dated, per message sent to Turkey (+90) numbers: marketing $0,0109, utility $0,0009, authentication $0,0009, service $0,0009. Only delivered messages are charged; messages a customer sends you are free.

Not entirely free since October 1, 2026. Each business phone number gets 1.000 free service messages per month, then $0,0009 per message. It doesn't matter whether a team member or a chatbot sends the reply. Unused free messages do not roll over to the next month.

No longer. Between July 1, 2025 and September 30, 2026, utility templates sent within the 24-hour window were free; from October 1, 2026, the normal utility price applies. The only case that remains free is the free entry point window opened from click-to-WhatsApp ads.

The fee depends on the message category and the country code of the recipient's number; what matters is the number the message goes to, not the country you're in. This tool uses only the Turkey (+90) rate. If you send to international numbers, check the relevant country row in Meta's official table.

No. The Turkish lira is not among the 16 billing currencies Meta supports; most businesses choose USD, and the amount is charged to your card in a foreign currency. So the lira equivalent depends on your bank's exchange rate and fees. You can enter your own rate in the rate field of the calculator.

No. Meta's messaging fees do not pass through ÖzgürKod; Meta charges them directly to the payment method you define in your own business account. The fee ÖzgürKod charges for WhatsApp is a fixed annual connection fee per number you connect; the current amount is on the pricing page.

Manage your WhatsApp line from one panel

ÖzgürKod connects Meta's official Cloud API line (along with Coexistence, together with the WhatsApp Business app on your phone) to your Message Center. The panel shows the status of the 24-hour window and lets you send an approved template when the window closes; appointment reminders go out over the official line as a template with buttons.

We don't add a cut on top of Meta's messaging fees: Meta charges them directly from your own business account. ÖzgürKod's fee for WhatsApp is a fixed annual connection fee per number.
